Boardwalk at night with little kids?

Sorry if this is a totally ignorant question. Forgive me. Can anyone go over to the Boardwalk area, or do you have to be staying at BWV?

Anyone is able to go and enjoy the festivities at the Boardwalk. They also at times have a model open to see a room at the Boardwalk

Beach club has nightly movies on the beach with a campfire, smore's kits for sale and sing a longs. You can attend it if you're staying at BWV.
