Your desired view will make a difference. I couldn't get standard view at BLT for a Jan 2010 trip, and I called on it 1st day of the 7 month window. I ended up with Lake View. In the end, it just cost a few more points.
Standard View probably goes the fastest. In our Lake View on the 16th floor, you could see Epcot and the Swan and Dolphin.
You get plenty of chances to see the MK. You see it at the elevator areas, you see it from the bridge heading over to the Contemp, you see it in the area around the door going into the Contemp, and you see it from the lounge. From your room would be an added bonus, but the point cost is a bit high for it.

Yes. The only rooms right now that DVC members can book on points are the ones that have been declared into DVC inventory.
Right now, I believe, that about 60% of the resort has been declard (maybe a little less) so only 60% of the rooms are available to DVC members. The rest are still owned by the developer and therefore, are offered to cash guests.

Disney will only release for sale units at a rate that is a little ahead of demand. The rest they release to CRO for cash guests and they keep all of the profit. As available sales inventory is purchased, Disney should release additional units for purchase. I say should because they are free to do what ever they want.
It's important to know that DVC Members can only stay on points in units that have been declared into the association. Last I knew, BLT, AKV, and THV all have units still to be released for sale.
