BLT Rooftop "Limited Availability" Undefined

Just purchased BLT and our guide stated as others have said except for the following:
Only DVC members and their guests staying at BLT will have access to the lounge. That means no renters or "family" members using member points will have access unless "member" is also present.

Wishes Viewing.....
Guide also stated: In addition to the lounge there will be a LARGE rooftop outdoor viewing area available that will be open to all BLT residents....or probably everyone.... Only the lounge is heavily restricted.

My understanding is that there is a fireworks viewing area that is next to the lounge and it will hold about 299 people. I would hope this would also be limited to those staying at BLT.

When reading this, keep in mind PamOKW's comments above about the viewing area at the Boardwalk.

This is an official quote in Disney material (Welcome to Your Palace Next to the Castle) regarding the rooftop viewing area: "The Top of the World Lounge and observation area are not part of the time-share plan. Limited access is based upon availability and may be terminated."

Looks like it may be there for a good time but not for a long time. Interesting based on what perspective buyers are already being told/sold.

BLT has 15 floors, but is that counting the non-existant 13th?
They could hand out Viewing assignments to the non-MK rooms at floors 1 and 7 on Monday, 2 and 8 on Tuesday.. ?

My guide today said that the lounge will hold 70 people and is "members only". It will be for members who are staying at BLT. Not guests, just members. Trying to keep with the "exclusive members only" feeling. From that, it is said that the fireworks viewing area will be for members and those staying with members at BLT. You can not be a member and be staying at BCV and come there to watch fireworks.
