It always closes once a year for refurbishment but I think this is the first time in October (that I can remember, which considering my memory you might want to take with a grain of salt. )

I seem to remember it normally being in January.

The water parks take turns closing between October and March, with each one closing for about 8-10 weeks.

It seems like everytime we've gone to WDW in November, Blizzard Beach has been closed for refurbishment.
