We do both parks and we love them both!!!
BUT, I would always vote Blizzard Beach for young children.
The cartoonish theme alone is fun !!
There is a very large, roomy young childs area full of miniature slides, squirting water, sand etc. It is very well supervised with lots of lounge chairs. It is to the right when you go in the park with, I believe, only two ways in and out so you feel protected.
Your child would also enjoy the wave pool here as it is much calmer than TL's wave machine, and you can also do the lazy river. I don't know if they will be big enough for family raft ride but that is fun too. I don't know if they are old enough for any of the regular slides at either park !
TL's toddler area was very small when the park opened and built right on a main walkway. They have since expanded it tremendously but I was bothered by how difficult it was to watch a child without constantly chasing after them. The wave pool is extremely powerful !!! The landscaping and theme is beautiful but would not be appreciated by a young one.
Which ever you decide - have fun - and try the kids meal, pretzel grill cheese sandwich in a bucket with shovel ! Even us adults eat it
