We're staying at Riviera in August and are planning a day at Blizzard Beach but our plan was to grab breakfast at Beach Club or Boardwalk at maybe 9:30am before getting on a bus to AK and transferring over to Blizzard Beach.
Seeing as EPCOT doesn't open until 11:00, will they let you on the Riviera station Skyliner going to EPCOT side around 9:00?

The Epcot line should be running for those who have early ADRs. You should be able to ride it to BC.

I'm not sure why you would take a bus to AK from BC in order to transfer to BB. There should be buses going directly to BB that leave from YC/BC.

Currently only All-Star Movies and Coronado Springs have direct Blizzard Beach Buses.

All other Resorts must transfer to a BB Bus at DAK.

When we were there in March; we lined up at the Riviera skyliner stop at 905am and we didn't see any movement on that line until they let us board around 945...however perhaps just no one had a reservation that day, because I have heard reports of them allowing those to board for breakfast adrs.

You may take the Skyliner if you have a booked ADR at a resort. You will need to show your ADR to the CM at the Riviera station to travel to Epcot.
