Only from a window table. I do not believe they pipe in the music, either.
 
Even the window tables have partial views. The windows are rather narrow and there are trees outside. From some windows you can see over/through the trees for parts of the show. We've had a window table a couple of times and have never had a 100% total view. And TDC Nala is correct, there is no piping of the music. However, you can hear most of it from outside since this is a very quiet restaurant.
 
We've had dinner at Bistro during Illuminations and TDC Nala and Pakey are correct. You will get a partial view and muted music. The reduced experience was fine with us as we've seen Illuminations many times. Our primary focus was our dinner. Illuminations was an interesting "side show".
 

I am sure that if you were by a window in the restaurant then you would have an okay view, but you would be blocked by people, trees, and probably the gate railings. Not too sure if you would hear the music either.
 
We did this during our last trip the week after Thanksgiving, 2010 (TR link below). It was great. PP's are correct in that your view might be partially blocked but you are on the second floor so that helps. I could not see much but DW had a great view and it was worth it to watch her. Order the rack of lamb and the crepes for dessert and you'll have a show put on inside by the CM!
