City Hall on Main Street has them, as well as any of the little shops within the Resort. Even the World of Disney in Down Town Disney has them if you ask. They are free.
There arnt too many perks, but if you wear one for your birthday, or an anniversary, or something you are celebrating, you will definitely be wished a happy day but many park guests and cast member a like.
We got one for our son in November...since our first night was at a resort restaurant (Goofy's Kitchen) we just went to the store there and got one. EVERYONE commented on it as soon as they saw it on him. In fact, being the shy 10 year old that he is, he took it off for the rest of the trip!
Very fun though, and gets lots of attention!! Pick them up at City Hall and most stores too!
They used to get you a pack of tortillas instead of just one at the tortilla factory in DCA. Saw someone today with a pack of tortillas and a pin so I'm guessing they still do it.
We went on DH's birthday last year. (That's his birthday beignet in the sig below). When we saw how many people said Happy Birthday to him in the morning, we decided to count each time it happened. We counted about 45 times that day. On of the dancers in the Pixar parade even stopped to tell him Happy Birthday in the middle of the parade.
You can also get them at the ticket booth. I got one for my DD there while we were waiting for the gates to open so that we didn't have to spend the time doing that once we got in.
If you pick up the pin at City Hall, there is a very ornate antique phone sitting on the desk. If the Cast Member isn't too busy, they may make a special phone call for your birthday person. If they don't, you may want to discreetly inquire about it and surprise your celebrant.

My DS celebrated his 12 Birthday at DL. We also counted every day how many people said happy birthday to him. It was realyl fun. It made his birthday even more special.
