I remember reading about these in the past, but never needed one so didn't pay too much attention.

Where can I get one? What are they exactly?

You can get them at guest services in each park. We got one at City Hall in MK for my son, and when we went over to Epcot and he had it on, they gave him an Epcot one at the gate.
