Guest services, city hall and we got one at goofy's kitchen we just told them we had a birthday boy. They change them every so often you can google it and see pics of what they have
Is it okay to get a button pin for my daughter if her birthday has already happened, but that's one of the reasons we're going. I was thinking to just choose one day that we're there and get a pin. Is this weird?

You can also get the buttons at some of the stores. We wanted to get a "first visit" button for DS and a birthday button for me but the line at city hall was too long so we just went into one of the stores on Main Street (the Emporium, i think) and the CM got them for us and even gave DS a "bonus" one with the Incredibles on it.
I've seen them handed out at multiple places. The hat shop on main st, the minnie & friends breakfast, even seen a CM at the loading area for Splash Mtn give one out from a stash under a control panel.

I plan on doing the same thing. DSs bday is a little over a week before our trip in Sept but I still want to pick a day and get him a button to celebrate. But then I'm pretty sure that my (then) 6 yo DD will throw a fit so we may have to pick a day for her too even though her bday is in May......
You can also ask for them to be waiting for you at check-in if you are staying onsite. I did this at GCH and they had balloons and autographed character pictures for us. It was awesome except the CM spelled my daughter's name SOHPIE, so we called her "So-Pye" the rest of the trip as a joke.
My friend got one randomly at the Route 66 souviner stand. Who would've thunk it.
They also sell birthday name badges in the parks where they can engrave your name on it and of course, it's not free. But since it's not personalized w/ an age like some CMs like to put on the buttons, you can wear this one every year. I don't remember the prices and I'm not sure about all the places that sells this, but they sell it at the corner when you walk in on the right side of DL (next to wheelchair and stroller rentals) and at WOD.
Love the special call. They can do the call at other locations, like in stores, but I just like starting out the trip at City Hall for the button. It seems all official.

I was hoping I would hear this one! We are staying on site, and sounds like it could be awhile waiting at City Hall and such. I will ask for this at check in. It makes sense that they would have them at the desk. I'll keep my fingers crossed! Thanks
