Strong words considering that when you change your name on your driver's license you have to prove to the DMV that your name has been legally changed. That is where you would show your marriage certificate as proof. Since the DMV has done the legal leg work of verifying your name change, your driver's license (or govt issued i.d.) is adequate proof that you are the same person as your birth certificate says you are. even if the last name is different.

(note: "you" here means generic person not anyone specific)

There is a problem with this logic.

The two documents prove different things. The birth certificate is to prove citizenship (and in the case of a closed loop cruise that you don't need a passport and possibly visa). The DL is to prove identity. Both are needed.

When DMV changes your name on your licence to your new name, yes they have examined the paper trail from BC to marriage (or other event) to DL.

But when DCL is looking at the two documents, they have the person on the DL in front of them (with a picture so they know it is the person), but they have no way of knowing that the BC you are producing to prove citizenship, which has a different name on it, is actually you as for obvious reasons there aren't photos on birth certificates. Unless you also supply the intermediary document(s) showing the legal name change (e.g. marriage certificate).

In contrast, a passport proves both citizenship and identity in a single document, so there isn't a mismatch between two different documents. But for those without a passport, they are using two documents as proof of two different things and therefore need the paper trail.

I was told that customs would want to see my marriage license and they did ask for it when we returned back to Port Canaveral.

Well... In the end, we decided to just suck it up and get passports. Hopefully it will encourage us to plan more travel where we need them!
