Best way to move people around rooms

We originally booked my husband into a stateroom with my single adult brother so my brother wouldn't have to pay the much higher rates for having a single passenger in one room. My husband will obviously be actually sleeping with me and our kids. Would you suggest "officially" moving him into our room when we check in? I am guessing that is the only way he could get a key to our room. I have read that some people make that switch at the check in desk at the port, while others have done it at guest services after embarking. Is one better than the other for any reason? If we officially make that change, it won't change the charges on our account, since my brother will be a single passenger to a room, correct? Our main concern is making sure the tips go to the correct staff member and making sure he has a key to the room. Thanks!
 
We did this last year. We had two Concierge rooms. My parents were booked in the one and we were in the other. We just asked to switch who was in what room at Check In. It wasn't a problem. We will be doing the same thing this year.
 
If that doesn't work, a backup plan would be getting a spare blank Key to the World card at guest services on the ship to access the other room.
 
It was fairly easy to change at check in:

1. The first check-in people printed all 12 cards for our party.
2. We went to guest services at the end of the row and that person re-printed new cards for where people actually wanted to be (so my husband moved into my room from his mom's room, my nieces moved into their parents room from being in grandfather's room (who moved into grandmother's room and left behind my SIL and another niece/nephew, etc.)) - it was quite the merry-go-round of rooms, but still only took like 5-10 min to fix - so for one person, I'd say it is super easy to switch.

We were all together in 4 rooms, so ultimately tips wouldn't have been effected, but I could see how they might be...so I'd switch there if I were to do it again.
 

Last year they (Guest Services on the Dream) wouldn't give my wife a new printed KTTW for our stateroom; they only gave her a blank KTTW card for our stateroom and her printed card still showed the room with her mother. However, they did make it so my wife showed up on our stateroom's list of charges and my MIL was the only one showing up on the charge list for the other stateroom.

Was this at Port Canaveral? Does it work the same for checking in at Concierge/Platinium?
