Best way to find characters?

So the day we arrive in Calif we will have a few hours to spend at DL and was thinking of trying to find characters. Any sure fire guarantees to wear we can meet some in the afternoon? And how about villains? Are they out now since it's Halloweentime?

Jack and Sally have been out and about. If you are wanting to find characters I would recommend going to town hall and asking them who will be out and when.

Thanks, yes we do want to meet Jack and Salley just from what I had read here recently wasn't sure if they would be out by the time we got there. thanks for reminding me about going to the Town Hall to ask I do that at WDW all the time lol. I usually spend a whole day hopping to each park meeting characters.
