Best use of FP with small children?

When we visit WDW, my kids will be 8 and 5. The now-four year old is very petite and I know she won't make the height requirements for the thrill rides...she *might* make it to 40 inches by next summer (fingers crossed).

What would be your ideal use of fast passes? I'm thinking...
The princess meet and greets in MK
Peter Pan in MK
Belle's Enchanted Tales in MK
Seven Dwarfs in MK
Soarin in Epcot
Toy Story Midway Mania in DHS
Safari in AK

If she's big enough, we might add Kali River Rapids, Thunder Mountain Railroad, and Star Tours.
