How about FROM Epcot TO Downtown Disney? Is bus service decent in that direction to Downtown or quicker to get a bus to Saratoga Springs then walk/boat? (Definitely will be taking a cab back to resort after, so don't really want to spend money on a cab both ways.)

But so much also depends up on timing where buses are concerned. If there's a bus for BWK or Swan/Dolphin- those would be about the same as taking bus to BC.
Taking a taxi or driving your own car would generally be faster options.
If you are staying onsite, you might want to consider a rental car, especially fi you are eating dinners at multiple resorts or staying at a mod. If you are offsite and have a car, then you are better off driving to the park and paying for parking.
But your comment about taking a cab to your resort is a bit confusing. To which resort are you taking a cab?

Yeah that sounds like a good plan. The question is actually for a friend. We have never gone from a park to DTD so I have no experience to help her out. She's a first timer too but I think she can find the bus stop at beach club.
The friends I am asking for want to take a cab after their dinner back to All Star Music instead of waiting for a bus, so they were hoping to not pay for a cab both ways.
Ah, so much depends on timing. I'm also not sure how far they would have to walk, but maybe taking a bus after dinner back to ASMu is not a bad option.
One thing we learned about the All Stars, They are not as far apart as they appear to be. Going to eat at any of the All Star food courts is a short walk. It is also a short walk to use one of the other AS bus stops, especially since they are staying at ASMu, which is in the middle.
When last we stayed, the 3 resorts sometimes had shared buses mid-day (a bus that stops at all 3 resorts).We found walking from the first stop faster than waiting for our stop. Also, if you ever find yourself 'just missing' the bus to your resort- try one of the other AS resorts buses.
Again I say- it might pay to look into a rental car. Sometimes we find them as low as under $100, and having a car can mean finding savings in other ways. Like buying toiletries in FL vs. bringing them in checked luggage/paying luggage fees, and buying a few snacks. Having car also means gaining TIME vs. waiting for buses. When we think about converting vacation from waiting time into park time, getting a car almost looks free.
One trip we split up at the airport: some of our group took ME, I picked up a rental car. I arrived at AKL almost TWO hours ahead of the ME bus! ME is fun, but I'll take two hours in the park over two hours waiting on a bus.

Except for a short trial run last year between AK and then-DTD, it's been the case for many years now.
Wyndham is one of the hotels in the DTD (now Disney Springs) area that shares a shuttle service between the hotels and the parks. They run about every 30 minutes, but generally take longer than most Disney-run buses since they stop at multiple hotels. Also, these shuttles drop you off at the TTC, so you still have to get across Seven Seas Lagoon. I'd budget up to 90 minutes from Wyndham to MK gates, but it may take closer to 60 depending on your timing and luck.
