Best time to reserve plane tix

When is the best time to catch those cancellation out there? I heard 10pm, midnight, 1am...etc.
Specifically, for Delta ....???

I've heard that each airline has set a time when non-paid reservations are cancelled, so those previously booked-up seats are available. I was wondering if anyone know what time it is. I heard rumors that it was 10pm, but not sure.
