For those not on the dining plan. Where and what are the best meals $25 or less per person

I guess it depends on what you expect for your $25. Are you looking to compare it to the dining plan? If so you want to find places where $25 will get you a beverage, entree and dessert for $25 (tax included, but tip excluded).

Or are you looking for places that have entrees with a menu price under $25? This would open up an entire range of choices that the first option would eliminate.

I'm going to assume that you mean the former and not the latter.
  • In Epcot, I like the vegetarian menu at La Hacienda de San Angel. The cheese empanadas are $14. Iced tea $2.50 and helado is $6.25. With tax, the meal comes to $24.23.
  • In the HS, the 50's Prime Time Cafe has Dad's meatloaf for $15. Iced tea is $2 and you can get an ice cream sundae for $5. Total with tax is $23.43. Or hit up the Sci Fi for an Angus burger ($15), Coca-Cola ($2.60) and fruit salad ($6) for a total of $25.13.
  • In the MK, a well-kept secret is the Plaza restaurant. Their vegetarian sandwich with slaw and fries is awesome and only $11. The most expensive entree is $17. Soft drinks are $3 with free refills. For dessert, a sundae can be had for $5 and they are very generous in size. Total price $20.24 for the veggie sandwich, drink and dessert.
  • In the AK, you can sometimes get out of the Rainforest Cafe for under $25 if you stick to burgers or sandwiches.
TBH, it can be difficult to stay under $25 for an adult meal if you include desserts. Drop the dessert and there are a lot more choices. But if you're trying to compare apples to apples with the dining plan, it gets more limiting.

Trail's End buffet over at Ft Wilderness is roughly 25 bucks a head. Good, homey-type food....peel and eat shrimp, salads, carved meat, fish, AND ice cream and Mickey treats for dessert...

I don't think that Trail's End is a buffet anymore. The Disney website has an a la carte menu for it. But the adult entrees are in the range of $12.50-$18, so it would still come in under $25 for most meals.
 

Our meals are almost never over $25 ppn unless we do something extra special like narcoosses for our anniversary. On our trip last month all of our sit downs were under $25ppn. we ate at Wolfgang puck (downstairs), gf cafe, espn, beaches and cream, and our very favorite wdw restaurant via Napoli! We do via Napoli every trip for three reasons. First, I love the pizza (thin crust, very light sauce, great flavor). Second, we can share one pizza that is right around $20 and it's plenty for our family of three (right now ds is not quite 3, but even when he eats two pieces it will still be enough for all of us). And third, we have never had an ADR and even during busy weeks the longest we have waited for a table was about 15 minutes!
 
No, dinner at Trail's End is STILL a buffet. It's lunch that's ala carte.

Also - I totallly agree that many (if not most) of the non-signature TS restaurants CAN be done for $25 pp or less. Of course, you can't go in and order the most expensive entree to accomplish this. If you order water obviously this can increase the ability to stretch that $25.

Tony's in MK is easily doable for under $25 and great location.

Another idea is to do a late lunch for your TS - entrees are less expensive!

I was thinking of compared to the dining plan. Last year we had the dining plan. But my husband and I are going this fall with quick dining plan, but may want a meal not included on the quick dining. It would be nice to know both I guess. Ususally at home
or eating out we rarely eat a desert except special occasions.

We like to order soups and appetizers and maybe a dessert for our meal. Besides keeping it less expensive, it is just the right amount of food. We have done this in many restaurants, including at the Chef's Counter at Flying Fish.

Rose and Crown (lunch)
Via Napoli
 
I might book a Plaza ADR just to get the Brownie Sundae I missed out on last time. I quite liked the sandwich I had too, although it felt like it contained half a pig.
