Best Strategy for Sandy Claus Meet and Greet at MVMCP

My daughter loves Jack Skellington and really wants to see Sandy Claus at the MVMCP. What is the best strategy to see him?

Get into the park at 4pm with your party ticket and get in line. For MNSSHP he came out around 5pm and most people were done with his meet at around 5:30/5:45pm
