where is the best place to watch iluminations at epcot?

There are lots of good spots around the lagoon. Anyplace where you can see the center of the lagoon and your view isn't obstructed by bushes or trees is a good spot. I have heard that the old Oddessy restaurant is a good place, but I have yet to try it. I usually watch from Japan or Mexico.

One of the best views is from the patio tables at the Rose & Crown, if you can manage to score a reservation. They won't promise a patio table, but you can try!
