Best meal plan for a 4yr and 2 yr old in WDW?

Well your 2 yo won't get a meal plan b/c there's no park ticket. I think you'd be okay with the 1 CS, 1 TS and one snack plan. My kids could certainly split a kids' meal - heck they split a happy meal at McD (they're almost 5 & almost 2). :)

We're not staying on-site but when we were thinking about it I was hoping to NOT get my son the DDP at all b/c we have 6 adults in our group and I figured the kids would have plenty to eat from the adults. After reading here though I don't think that's an option. Anyway......you'll definitely want to get a TS plan, especially if you want a character meal.
 
Try to have lots of buffet meals. That way the 2 year old gets it's own plate and will be able to fill up and you won't be stuck with basic meals so that you have something to feed the little one.
 

The character meals are the way to go with little ones.

They are buffet/family style and are quick to get food. They also have the characters and save you from waiting in lines to meet the characters.
 
I agree with getting the basic DDP and eating at a lot of buffets and family-style meals. We did this when our girls were 4 and 2 and saved a LOT of money. We ate dinner at CRT, LTT and Chef Mickey's. We ate breakfast at 1900 Park Fare and a lunch at Akershus. The girls got to see the princesses, Mickey and friends as well as Mary Poppins, Alice and the Mad Hatter, and Pooh and Tigger. It was so convenient having the characters come to the table instead of waiting in line to see them. Also, even though CRT is not a buffet or family-style meal, our server provided a plate of pasta shells and cheese as well as a beverage and dessert for our 2 yo. He said that it was the only option that was included for a 2 yo. If she wanted an option from the "regular" kid's menu, we'd have to pay the $30 OOP for her:scared1: .

As far as the CS restaurants are concerned, we went to places that offered chicken fingers on the adult menu. I'd order an adult meal that the girls would share and then I would eat the kid's meal. It worked out very well, especially since our kids are light eaters.
