Our favorite character meal will always be chef Mickey..... It's awesome to see Mickey and friends. Next would be Crystal palace with Pooh. We also liked Hollywood and Vine Disney jr breakfast.
 
Thank you all for your thoughtful responses! We've been out of town for a week, so I hadn't been able to log back and in and reply until now.

I went ahead and booked a breakfast reservation at Garden Grill for our EPCOT day thanks to your advice. We're not big Pooh fans, and I think we'll be more pressed for time during our MK day than we will on our EPCOT day, so it's a good chance to take some time to sit and enjoy food and characters!
 
We took our 13 month old to Akershus, Chef Mickey's and Crystal Palace and he had a blast at all of them. He really enjoyed Chef Mickey because he recognized the gang from Mickey Mouse Clubhouse.

Akershus might be the better option though since it's just princesses. We lucked out that our little one wasn't afraid of the other characters.

This was going to be my suggestion! We LOVED Garden Grill. Also, there's so much to do at MK that I hate to give up part of my day for a big meal.
 
I voted for Akershus because the princesses are not scary at all for little ones. I know some little kids freak out at the non-human characters. I also like that the buffet offers lots of different finger foods for the little ones to try.
I took both my kids when they were about 20 months and they were wowed by the pretty princesses.
 
This is very true! At 15 months my youngest loved all the characters, but at just over 2 she was terrified of anyone except princesses for the first 4 days of our trip....Sadly the 1st couple had all the characters meals.
 
When DS was 22 months we did Crystal palace and Tusker House, he loved them both. We were actually amazed by how much he liked them. We got him a big stuffed Winnie the Pooh some months before we went and watched some Pooh short stories. He did recognize him and said Pooh. It was actually like a groupie "Pooh!" if you can believe it.

I found the last possible breakfast spot close to 11 am to be a good time for little ones, brunch if you will.
It allows you to take advantage of the low lines at rope drop (e.g Dumbo on repeat) without having to rush out of the room for an early reservation. I also find that the buffets are a lot less crowded at that time.
Kids at that age can be unpredictable when it comes to the characters, but I think that showing them the characters they are going to see, either through stuffed animals or short youtube videos, helps.
