They all have their ups and downs so naming a best is difficult. You’ll get opposite opinions for all of them. For deals, try doing a web search.

Yep. They are all pretty much the same. What for all of them:

1. Check the paperwork to make sure you got the correct rate and that they did not add any unwanted insurance.
2. Photograph or video the car before you leave the garage.
3. Bring any dent/scratch to the attention of an attendant.
4. Upon drop off, photograph the car again.
5. Ask the attendant if they see any issue and then check the receipt.

Do you mean lowest price or something else? "Best" is subjective and depends on several other factors. Some of the cut rate rental companies want to endlessly haggle with you about adding needless upcharges or have limited hours so you might have an issue returning the vehicle. The more reputable rental companies don't pull those stunts.

Budget is often cheaper, and they are OK, but we had difficulties with the toll roads because the transponder wasn't off like the switch indicated. Even if you use it once, they charge you daily for it. It was a hassle to undo, but they did in the end remove all excess fees.
