It depends on what we're looking for.
The best buffet IMO for the food and selection is Boma, hands down.
The best value for the money is a close call between Trail's End and Boma (Trail's End is cheaper but Boma is better).
My favorite order off the menu places are Kona (Tonga Toast) and WCC (pancakes).
For character buffets, our favorite for food and selection is Tusker House.
Our favorite for character interaction (and second for food) is Cape May.
Our favorite for the restaurant setting is Crystal Palace.
We also think Chef Mickey's gets a bad rap for breakfast (dinner is a different story). We thought the food was at least as good as Crystal Palace and the restaurant didn't seem dirty (granted, we had an early ADR).
In addition, we like a pre-park opening meal at CRT for the experience of walking down an empty main street, eating in the castle with princesses, and getting a head start on Fantasyland. However, it's probably my least favorite breakfast for food and service, which is regrettable, given that it's, by far, the most expensive breakfast on property (I guess the fact that we keep booking it despite the high prices and mediocre food and service arguably makes us part of the problem).
