Best attractions for under 38" in Epcot

We go for our first family trip in a month!
I realized that DS can't ride TT, Soarin', or anything like that so we need to figure out what is the best way to do those, like alternate rides for all of us and rides just for the girls...etc.
I heard that there is a car thing outside of TT that is family friendly- right?

I am hoping we get FP+ and just space it out so we can meander around.

Is there still "The Land"?
 
While waiting for Soarin' - it's in the Land pavilion with The land boat ride as well as a couple of shows. Also very close to The Seas (and all the others stuff to do there) and Journey into Imagination with Figment (plus a place to play at the end).

While waiting for Test Track - I feel like there's something around there for littles, but it's kind of loud with the cars going overhead so we don't really stick around there. Mission: Space (which is next door) has a fun play area at the end for those who are waiting (go through the gift shop).
 
There used to be a car display at the end of Test Track that my youngest liked going through - not sure if it is still there though?
