Is the Beastly Bazaar at Animal Kingdom on the dining plan and how does it work?

I don't think they do Picnic in the Park anymore.

If it's just snack type items like Main St. Bakery, they can make a CS with a sandwich, chips (fruit or whatever else they sell) and drink.

I don't believe I have ever eaten anything there.
