I have reservations for 04:00PM at Be Our Quest, Will I have Time to Watch the Parade before How Long Does the Parade Lasts

I assume you mean Be Our Guest, and you should be fine. I would watch the parade from near Liberty Square, so you have an easy walk to Fantasyland.
