Yes you can preorder between 30 days prior and 5 minutes prior to checking in or you can order when you get there but you'll have to wait in line.
They do NOT seat you at breakfast or lunch but yes as with any ADR if you are a no show you will be charged $10 per person. You have to cancel 24hrs prior although I have heard that as long as you do it prior to midnight the night before its ok.

Well I'd say that is an extremely rare occurrence.
I've been 7 times for lunch including opening day and have always found my own seat.
I'll be going again in April and also plan on finding my own seat.
