Basic Use Year Question

This is a very basic question -

Is the use year based on the first day or last day of the month?

eg. - if I have a August use year does my year "re-set" Aug 1 or Aug. 31?

It's the first of the month. If you have an August use year, it runs from August 1 through July 31 of the following year. In other words, your 2007 use year runs from 8/1/2007 through 7/31/2008.
