We did not do a bar package, but rather soda and water. We also had blue punch for the toast. You either buy the drink by the drink or you do a set amount per person. We did a set amount per person, b/c we knew it would be hot and they would want to drink water, etc, and also we had kids and adults that would forget about their drinks and run off and leave them.
We do currently have the soda package in our budget. The price is just a bit hard to handle -- $21 per person only for non-alcoholic drinks I was wondering if we could get away with only water...

I know it is expensive, but I really think it would be tacky to do water only. (Honestly not trying to be rude but I don't think that would cut it)
You can do BOC bar which is billed on consumption. Then you only pay for the amount of drinks you have. So if a soda is $4 bucks a drink a person would have to drink 5 to equal the price that you are quoted per person.
Water/soda - BOC (based on consumption) or package
beer/wine - BOC or package
liquor/drinks - BOC package
We did a water/sode package, since we thought everyone and the kids would have a few waters and sodas. Then we did BOC on beer/wine/liquor. We would have saved a few bucks going BOC for the entire thing, since the waiters came around and "pushed" the wine.
Some of it may depend on the venue, so you can ask for specifics.
I have the soda/juice package too, no alcohol except for toast. The price depends on how long you have your reception. They accidentally priced me for a 5 hour package ($23) when my reception is only 3. The new price comes to $15 per person for the drinks. If you choose to go by consumption, you pay for everyone to have 2 drinks up front. After the wedding, Disney will add up the total of drinks consumed and figure the actual total. They will then either charge you (by taking from the deposit you gave) or reimburse you the difference. Drinks such as coffees and teas are included in the dinner package.
Doubt it. Anyone else have experience with the waiters offering the wine every so often? We were at the California Grill...don't know if that had to do anything with it.
I was just afraid to do billed on consumption...I think it is a situation where you know your guests (the make up) better than anyone so consider that. I did the beer/wine and soda pkg and then did a Cash Bar for the additional alcohol so atleast it was offered, because having a sig drink was too risky b/c that was billed on consumption and I was afraid but at the same time I do not like wine and my dad was not adding anything else to the budget so I had to cut somewhere...that was it was avaliable if they wanted it. Some will say that was tacky... just figured out a way to make it convenient for my guests... so consider who you are having at your wedding and maybe that will help. Our bartender said they had never seen so many ppl drink coors light - our guys ran them out of it. How embarrassing.....
