We are waiting on a contract to pass ROFR that has 150 - 2016 points. If I bank them to 2017, and do not use all 300 points in 2017, will I be able to be able to bank 150 or less to 2018?

I understand you can't bank points twice. We will use points April/May 2018 so I'm hoping that they use banked points first and whatever is left less the 150 I can put in 2018 for a second visit.

Yes, your 2017 points would be eligible to be banked into your 2018 UY. Your banked 2016 points would need to be used before the end of your 2017 UY or they will expire.

The way points work for reserving is the system will take borrowed, banked and then current. If holding points are in the equation they would be used first if you were within the 60 day timeframe to use them.

Member services is really pretty good about this. For example, I booked a vacation in my next use year. They took the points from that use year. But chances are, I will bank points from my current use year in July. Until July, I have the flexibility to use them for a quick vacation. But I will most likely bank.
When that happens, they are really good about changing the points applied so that the banked points are used first, even though I made the reservation before I banked.

We just purchased a Resale with unused 2016 points and are in closing now. We requested through the agent that the Sellers bank those points prior to closing just in case everything was not completed by Jan 31, 2017.

You have done this ? That would make me nervous. I was told if you want to use banked points you have to bank them before the reservation.

I do that fairly often. You have to ask them to do it - it's not done automatically.

Although MS should use banked or borrowed points prior to dipping into the current use year point "bucket", it's always good practice to verify that after every transaction. Easier to fix errors when they are caught quickly. If you book online, you will be be able to specify which points you want to use.
