I am waiting for ROFR and hopefully will be a new DVC owner soon. I will have a March Use Year.

I have a question about banking and borrowing and when the points have to be used by.

If I bank 2012 points into 2013 and then borrow 2014 points for use in 2013 do all the points "expire" at the same time, which I think would be March of 2014? Or do I have to use them by March of 2013? Or something else?

Thanks.

Your 2013 UY would be Mar 1 2013 - Feb 28 2014 so yes any 2012 banked or 2014 borrowed points would have to be used on a stay no later than Feb 28, 2014.

Also, you cannot borrow points just to borrow. You have to make a reservation that uses all banked and current points before you can borrow. (But borrowed points can get "stuck" if you cancel that reservation)

I am also in ROFR. I have several questions when everything is completed and I made my reservations. I am hoping the person I speak to when I make the reservations will be able to help me. Is this the case? Or do you need to know what and how to do all this.

Yes, MS should be able to answer any banking / borrowing questions you have. MS agents are human so occasionally they say the wrong thing or are mis-informed.

As a tip: if you are calling for more than a simple booking (especially your first time). If the MS agent has an accent that you have trouble understanding and/or they have trouble spelling your name (as they verify you) politely say "I'm sorry, I have a call on the other line so Ill have to hang up and call later". Then wait a few minutes and call back. Hopefully you will then get a MS agent who can more clearly explain the answers to the questions you have.

DVC member services should know everything they need them to know to assist you. IF you get someone who seems to not be knowledgeable, I would just end the call and clal back in. I have only had to to that one time, and it was more of a communication issue (they did not fully undertand my question and it was complicated).

Do not be afraid to ask MS any questions, that is a big part of what they do.
