Use year month is the month you receive your new allocation of points every year, on the 1st of the month. Thus the prior year's points would expire the day before, or the last day of the previous month.
So, as stated, an October use year would be from Oct 1st to Sep 30th each year. And you receive your new allocation of points every Oct 1st.
The following chart may show it more clearly. You can bank any year's points into the following year, or borrow any year's points into the prior year. So for example you can bank your 2002 points into 2003, and borrow your 2004 points into 2003, and have 300% of your points to use in 2003 which is Oct 1st 2003 thru Sep 30th 2004.
