I think I know the answer buuutt...

If I had used current use year and banked points to make a reservation, and then had to cancel it. I know I can't bank the borrowed points, but can I still bank the current use year points and then use the borrowed points in the current use year?
 
I think the answer to your question, if I understand correctly, is yes! The current UY points used for the reservation will return to that UY upon cancellation. As long as you haven't passed the deadline, you can bank them to the following UY. The points you borrowed from the previous UY would go back into the UY you borrowed into. If you make another reservation before points expire, you can use the 'borrowed' points.
 
You mention first banked and then borrowed points, Not sure which ones you are actually referring to. Either way, once points have been borrowed or banked, they must be used by the end of the use year into which they have been banked or borrowed. Current use year points taken out a reservation can be banked if, and only if, you are still within the first eight months of your use year when you take them out of the reservation.
 
To add, you must cancel at least 31 days before check in in order for any current UY points to still be banked.

I borrowed 90 2024 points to use together with 70 2023 UY points for a Feb 2024 booking, that I have to cancel. I'm looking at booking a trip in April 2024 that will take 120 points. For that rebooked trip:

Can I ask member services to first use up all the 80 borrowed points from 2024 for this new April booking, then 40 points from my 2023 UY, thereby leaving me with 50 2023 UY points that I can then bank (before my banking deadline in May) into my 2024 UY?

Yes, and you can do it yourself online. Modify the February reservation to the April dates, and the system will do it. It’s programmed to automatically take first any banked points, then any borrowed points, then current points. (I can’t remember where transferred points get taken, but they’re in there too).

Great that's brilliant. It's nice how how the DVC website seems to function well (or normally) when every other Disney site seems to be a hot mess

I thought you wanted to keep 10 of the borrowed points for some reason!

You could keep the 10 borrowed points too if you wanted by:
1. Finding and booking an available reservation for 10 points first.
2. Book your February 2024 reservation using the rest of the borrowed points and current use year points.
3. Cancel the 10 point reservation.
