I've seen here on the Boards where guests are surprised by the hotel with a little treat such as balloons and card to celebrate birthdays, anniversaries, etc. and was wondering if that applies only to guest paying rack rates or is it ever done to DVC guests or guests renting points?

Any guest can do this. When you check in ask them to send a card and ballons, tell them what the occasion is. There is no charge for this. I have done it for my daughter's birthday every year we go to WDW.
If you want something else you can go to Disney Florist for bigger surprises, but you have to pay for this service.

Went in October to celebrate our adoption of two children. Somehow it came up in conversation and both my kids were delivered baloons and signed photos, one from Cinderella and one from Mickey.

They loved it and it is a great memory for them!

We've gotten birthday surprises at SSR, AKV and Vero Beach. :thumbsup2

We never requested anything, but it just came up. At SSR, the CM at check in started a conversation and I mentioned that we were there to celebrate DS's birthday because we'd just moved and his actual birthday (the following week) was the first day of school at a new school where he did not know anyone.

At AKV, they just saw DH's birthday button - we actually were waiting in line at the Rock N Roller Coaster and an off-duty CM noticed DS was wearing a AKL shirt and asked if we were staying there.

At VB - we celebrated a Birthday at Shutter's character breakfast and Goofy and Max left a stuffed pirate Donald and signed card in the room.

But there is no guarantee that you will get anything for free. So if you really, really want something, you'll need to pay for it, either the Disney Florist or some other company to insure that you get that birthday surprise.

This is what I thought also. I planned a big birthday once and they sent balloons and a card, but I didn't ask for them and I was pleasantly surprised.

I was just wondering how they get surprised - definitely not hoping to get something for free (altho sometimes free is nice too!) I guess what I was asking was whether it mattered if you were renting points from someone. I have a reservation for the Coral Reef restaurant with a personalized menu & diver and would have been more than happy to pay for those! If I decide I really want something special in the room for my GS, I will definitely search online to see what is offered & not just hope for some Disney magic :lovestruc

I often wonder, too. We were at one of the resorts for my husband's birthday and I made mention at the desk. Nothing. We were at another resort celebrating our 25th wedding anniversary and it was noted on our reservation, nothing. We were at still another resort for our son's birthday (we did order a cake from the restaurant at the resort and had it delivered to our room) and he got balloons and a card.

I think it just depends on the weather or phase of the moon. :thumbsup2

We did a DVC stay at HHIR for our 25th Anniversary. I guess it came up in the conversation when I booked the room because when we arrived, they had buttons for us at check-in, and when we got to our room, there were balloons, a card, and DVC coffee mugs for us from the staff.
