If an airline says that the checked baggage limit is 40lbs, and there are 4 people flying, does that mean we could (in theory) pack 2 80lb bags? Can we combine the weight allowances for multiple people into a single bag?

Absolutely not. The weight limits are per bag and cannot be combined - baggage limits are individual, not cumulative. If 1 bag goes over the weight limit, the airline will charge its advertised overweight baggage fee (typically $50).

Besides what the PP posted would you want to have to handle those bags.

OSHA puts limits on what a person can lift without some sort of aide like a fork lift.

I know theres not much different between a 40 and 41 lb bag but they have to put the limit somewhere.
