I did the Free dining back when no one really knew about it. Everything included, it was awesome. Then Disney started taking away things like apps and tips. Then Disney started making different plans etc... And I haven't gone in the past 2 years. I called to make reservations today. Then things got really weird on the phone call to Disney making sure my numbers match for this trip. I was off by 100.00 because you are forced now to get a Photo Pass Memory Book. A what? And there is no way to get around it. The cast member wouldn't even call it free dining . He said it was the dining package they are offering. So through a slew of rebuttals and regurgitated responses I decided to talk to more folks about this. Is this something they have done in the past 2 years? Is there a chance they will offer it without the book? Thanks
 
Not sure your question, but the promo out now called "free dining", that package includes a photo pass book.
Because you are taking this promo you are required to have this feature. Most people are thinking it is free, but from the sounds of it, they are charging you the $99 (preorder) fee for this. Normally you can buy this add on for $159, but if you are lucky enough to know about preordering it they only charge you $99.
So that is probably where your extra 100 is at.

I think your question is do you always have to buy this photo pass book, and the answer is no. But with the promotion out now, to get it you must have this.
