Swimming pools are allowed to refuse entry to those who wear diapers, right?

If I recall correctly they have to use swim diapers and maybe plastic pants over them. (The plastic pants may be just something I do for an extra layer of protection.)
 
I don't know about Florida, but some states have regulations that licensed childcare providers can't leave a child in a dirty diaper. They are required to change a diaper once they are aware it has been soiled. So the proposed accommodation of letting the parent know when the child needs changed goes against regulations.

The providers at Disney childcare also will not change the child themselves or provide toileting assistance. It's to protect both the child and the employee from abuse opportunities/accusations. This is why the cruise will call the parents. As noted, it's simple to find the parents on the cruise ships, but at the clubs they have no way of knowing where the parents actually are. They may allow the accommodation if the parents confirm they will be close enough to respond if called.

On the DCL ships, children in swim diapers are not permitted in the pools at all. There is a splash zone for them. Dont' think that is the case in the resort pools.
 
I appreciate all the comments and feedback. I understand what everyone is saying and I can understand if emotion is involved. My daughter is 5 and we are not sure she will ever be toilet trained but am hoping. This is due to her disability. My daughter didn't ask to be born this way and I don't want her excluded/discriminated against but I do understand the rules and concerns. I will work around whatever I have to give her the best life she deserves. Disney is fantastic for special needs families and that is one of the many reasons I love going and will continue to go every year if I can. I wasn't sure if I wanted her in the kids club but her brother will eventually want to go and we will deal with it when the time comes. I was concerned about bringing in a stranger from "Kids nite out" but the reviews have been nothing but positive. I posted on another site and found someone who used to work there and told me they are fully trained in CPR and will work with special needs kids. So if there is anyone in my shoes, that might be a great option for us.

I have a six year old autistic son - he is somewhat verbal. We have used Kids Nite Out three times now and they are fantastic with him! Just tell them when you make the reservation that you have a child with special needs.

We just got back last Friday from a week long trip. We used Kid's Nite Out for last Sunday to go to the Food and Wine Festival and Monday for Downtown Disney. We had Carmen. She was a wonderful lady who had 18yrs experience teaching in the local high school with the special needs classrooms. If memory serves me, she had just retired at the end of last school year. She was very prompt, brought a big bag of toys, games, playdough, books.. quite literally a Mary Poppins. The kids adored her and had a lot of fun with her.

We have 2 kids with Down Syndrome so I understand the parents worry about leaving your child with strangers, but KNO was fantastic about calming my worry and even had a phone interview with Carmen before we got there.

I would definitely use them again on upcoming trips.
