Baby Changing Stations- random questions!

So I run a daycare and was wondering if anyone has any ideas as to where to purchase or buy stuff to make changing paper similar to that at Disney in the baby comfort stations.
I love it cuz it's so quick and easy- but also super cheap most likely.

We've been using rolls for changing tables but they're really expensive.

Any ideas???
