If I am NOT staying IN property is there a charge to use Disney Transportation?

I am really only interested in the boats(from the resorts) and the monorail from EPCOT.

Can anyone help me

They don't restrict the Disney transportation to onsite guests. The ONLY time I have been asked to show resort ID is the resort monorail at Magic Kingdom at park closing.

You will have no problems. Anyone holding park passes is entitled to use any of the transportation. As was just posted, you may have an issue at certain times if you try to access the resort monorail....park closing is one of them.
