What Car Rental Agency is better (easier to deal with, easier to get the shuttle, etc.) in Port Canaveral - Avis or Alamo? They are both about the same pricing right now.

I have used them both. Equally easy. There are lines for all of the rental car shuttles right when you get off the ship. I have not had issues with Avis or Alamo.

if it matters to you

National/Alamo/Enterprise has moved to a location IN the Port ... you still need a shuttle (Port issue) but distance is much less then b4

Avis is now the furthest away (same distance as Dollar/Thrifty)

How are the lines when dropping the car off to get a shuttle to the port?

It might have been a horrible day but I've done it once and waited an hour and a half for a shuttle to the port. Needless to say I won't be renting a car again. We thought we could beat the buses from the resorts since we had an early PAT. It was a disaster at the rental car lot, way too many people dropping off cars. We missed our boarding group by 45 min.

We rented a car for part of our trip just this past June. I was nervous, we had never rented a car before. Picking up the car at MCO was wonderfully easy, and dropping it off was just as easy, if not even easier. The parking lot isn't very big when dropping the car off at the port, you basically just follow the arrows on the ground and on the signs. Our PAT was 10:45. We arrived at Alamo around 10am. There was a gentleman greeting everyone as they walked in and asked what cruise line they were headed to. He also gave an idea of when our shuttle should arrive. There were maybe 5 other families there when we arrived, and I assumed they would all be going on Disney, so I was constantly watching for the shuttle. By the time I had dropped off our keys, we only waited maybe 5 minutes for the shuttle. Surprisingly, we were the only family heading to Disney. I thought for sure we would have to wait until the shuttle filled up, but we got loaded up and the driver left right away. We were at the port well before 1030. It was much easier than I imagined, and we'll do it again if we cruise out of PC.

The "trick" with dropping a car off in port canaveral is to take your family to the port and drop them and the luggage off, then return the car. You usually can get a seat on a shuttle back to the port easier because you don't have luggage and the luggage is a limiting factor in loading up the vans (so you can "jump the line". This has worked for me many times.
