Is there an easy way to tell what cabins numbers are available on any particular sailing? I see where it shows you a few cabin numbers but how to you see all the cabins?

If the website doesn't show you any cabin numbers that means it is in GTY status correct? If so, does that mean you will get that cabin or higher correct? For example, if I book a 5C on deck 7 we won't be on any deck less than deck 7? Or you could be on a lower deck but it would have to be in a cat 4 cabin?

Cruise fish website gives an indication it's the closest you will get cruise by cruise.

If the DCL website is still selling a Cat and there are no stateroom numbers allocated then yes it is on GTY.

You will get that cabin Cat level or higher, you will not get a lower level Cat.

It doesn't work by deck, for example some inside rooms in a lower Cat are on a higher deck than rooms with a ocean view through a window, so on GTY you can in some circumstance get a higher Cat on a lower deck, but it's rare.

Basically like airlines they over sell say 105% knowing that at least 5% will cancel or move their cruise due to any unforeseen issues.

This thread is a good read,

You have to do it by category and then by deck. When you are to the point of selecting your stateroom, next to the Deck #, click on (view on map). It will take you to a deck plan. Blue Mickey stick pins will show available cabins.
