At what level can a member be allowed to post photos?

I'm sorry but I have looked and can't seem to find the right answer to my question:

When can I begin posting photos? at the very bottom of my page it states posting rules as I cannot have a photo in my signature or post photos or attachments in a post.

I'd like to write a trip report and wish to have photos included which would otherwise seem very boring.

You are able to post photos, you are just not allowed to post them as attachments, which is what those lines mean. You will need to upload them to a photo hosting site and then link them here. Take a look at the FAQ and the Video Tutorials at the top for step by step instructions on how to do this.
