Why is there no DVC or Annual Passholder discount for food?
Because Artist's Palette is a quick service location, and there are no DVC or AP discounts at QS in WDW (there are at DLR). If you walk around the corner to the Turf Club, you will receive a discount (table service). Also, if you buy food items at a retail location (like the merch side of Artist's Palette), you will also get a discount.

So, if I were to pick up a bottle of water from the cold case or a box of cookies and brought it to the merchandise register, I would receive the discount?

In my experience, if the food or drink is located over in the cafe section and from the cold case, I have not received the discount. I can't remember if I got a discount on things like the Minnies bake shop cookies or Disney branded snacks on the shelf. If I purchase merchandise from the store section, then the discount is applied

Bottled water/soda and pre-package foods are eligible for the discount. Fountain beverages and food that's made to order is not eligible for a discount.

I have always been given the discount, even on the drinks/food from the cold cases...at all of the resorts we have tried!

Now I have 2 different answers. Which one is accurate?
 
If it is from the store side it gets a discount. I have bought mugs and other stuff together that got the discount. The POS system ”knows” what items receive the discount.

It doesn't matter where the cold case is physically at SSR, bottled (non-alcoholic) beverages are eligible for a discount. If a CM told you they weren't, they were wrong.

The "store side" isn't a physical reference, it means anything that's not ordered at the quick service counter, regardless of where the QS counter or cold case are actually located in the store. And yes, I've been to SSR, I own several hundred points there, and have always received the discount.

Have you ever been to the QS at BCV or YC? The exact same thing applies at those locations, and at The Marketplace at BCV, the QS counter is literally an arm's length from the cold case. You can grab a hot breakfast sandwich from the warmer case on the QS counter with one hand, and a milk or juice from the cold case with the other. You get a discount on the milk or juice, and none on the sandwich. Exactly like Artist's Palette.

If you don't like the answer everyone (except one) is giving you, then maybe you should just move on.

Any food supply items purchased in Artist's Palette that are not part of the quick service food counter are offered the discount. I've purchased cookies, potato chips, milk, sodas, eggs, bread, snacks, etc and always gotten the discount. I have not gotten the discount when I ordered food from the counter such as flatbreads and sandwiches.

I have been to SSR multiple times I have owned for over 20 years... been to and stayed at every DVC resort at WDW.
It does not seem any answer is specific enough. The easiest way is to ask the CM if you are interested in a specific cold case item that may be stock as it does vary they are happy to answer any question you may have.
There are other resorts as above where the stores are combined with a CS and in fact no matter the resort DVC currently receives a 20% discount on what is considered Merchandise. Examples of merchandise you may find in combined and stand alone are Raw Bacon, Uncooked Eggs, Frozen Pizzas, Frozen Burritos, a pack of Bologna. As far as Soda and drinks Large bottles like half gallons of milk, in general any bottled soda. Things that are not intended for a meal at a CS. I do however guess you could buy a box of cereal a half gallon of milk or a loaf of bread and a pack of Bologna and have a meal save the 20% and enjoy the seating at Artist Palette.

I guess they really don't like you. Maybe you should be asking the store that didn't give you the discount, versus a bunch of people who DO get it. By the way, here is the official grocery order form from SSR (Artist's Palette). Note EVERYTHING that is classified as a "grocery" item, including ALL of the beverages, automatically receives the 20% discount.

I’d go back to them and tell them that you were not given the discount.

I was at RIV in June and we bought milk from the store and did indeed get our 20%. As shared by many, it should be given on grocery items purchased anywhere in property. Never been denied.
 
Is the $1 that big a deal…
We are in Disney. The pint or I think it was a 1/2 pint was $4.99. When I visit, I like to pick up a few water bottles to make coffee in my room since I don't have a car. It adds up you know. Anywhere you can save some money is a help but I guess everyone are millionaires on this board. It's the principal of inconsistent rules across Disney property.
 
The Pool Bar at the Bay Lake Tower gave us a discount at the pool bar for chicken wraps. Bartender asked if I was DVC and he took a few bucks off a $30.00 order. I am not sure if that snack bar is considered quick service.
