Unfortunately, some of it goes back to common sense, such as not packing valuable things such as jewelry and laptops. But, I think a lot of the problem is not having locked luggage. It makes it easier for those moving your luggage around to just open it up & look through. The TSA-approved locks will prevent the average worker from getting into it, such as the luggage cart driver. I know, it won't prevent a TSA-person from stealing something since they have the master key. But, those without a key won't be able to get into it (at least not easily) & will hopefully move on to an unlocked suitcase instead.
