I've been playing around with Touring Plans. When I enter my info, the plan has me arriving 9 minutes past my fastpass window. I am very surprised that Touring Plans gives this suggestion. Would we be allowed to use our fastpass 10 minutes past the window?

Typically yes. There is a grace period. I know you can use your pass 5 minutes prior to the official window. And I think you can use it up to 10 minutes after, but it may actually be 15 minutes. I'm not sure on which.
 
You can use a fast pass up to 5 min before your window and up to 15 min after your window.

Outside of that it's up to the CM's discretion if they allow you in since they have to manually override it

Yes, it's true, that there's a grace period. However, I wouldn't follow a plan that has you arriving nine minutes late. The grace period is there to cover you if you're running late. If you plan to be there with only five minutes to spare, and you get behind at all, you will probably be out of luck.

I don't think TP regularly uses the grace period as the regular return time, so my guess would be that there's a glitch that's allowing that to show up in your plan.

You may find the FP FAQ helpful. From it:
- FP return windows for most rides and character M&Gs are 60 minutes long. The FP system normally allows a grace period of 5 minutes before and 15 minutes after the return window, but guests are advised against relying on the grace period. CMs have the ability to override the system and deny entry during the grace period depending on the situation.
 
I find it interesting that reports are it's up to CM discretion to allow riders in the grace period.
The Mickey's turn green when you scan in starting 5 min before and up to 15 min after. CM don't have to do anything, no interaction from them needed. If you try to go 6 min before or 16 min after it turns blue and then the CM can opt to override, or not. I've used ours in the grace period more times than I care to admit (we run late a lot) and not once has Mickey done anything but turn green and green Mickey's don't seem to get even a second glance from the CM. Most of the time they aren't even paying attention to the display until it turns blue

I run 5 min early for FPs all the time, so the opposite of you, and I agree 100%.
 
a couple of weeks ago I was park hopping from MK to DAK with my 4 year old daughter. Rolled up to NRJ 14 minutes past the scheduled time and it gave green. Talk about cutting it close!

I have also used a FP at least 30 minutes past the time. It turned blue and I got really confused -- looked at my MDE page on my phone and realized I was off by an hour. The CM took pity on me (likely b/c my 4 year old daughter was with me) and she did something on her computer screen that did an override on the system so that our bands would work at the second touch point.

No one in here has said it's up to the CM. It's only up to the CM to override it if you're earlier than 5 min prior or later than 15 min after
 
You are certain there hasn't been a change to the system? I just can't see a CM will ever override a green Mickey and tell someone they can't ride.

It does not say that a “CM will,” it says “CMs have the ability to override...depending on the situation.” That statement is not meant to suggest that a CM having a bad day can go rogue and deny entry, as you appear to interpret it. It is meant to allow for unusual circumstances such as high demand, high crowds, and/or ride stoppages that may severely restrict availability for a brief time. In these cases, I am confident the grace period can be “turned off” so that no one can enter outside of their appointed hour. For that reason, I will not suggest that the grace period can be relied on with absolute certainty.
