If I am understanding this correctly: We can take Magical Express to hotel. Bags will be delivered later and we do not have to be in the room to receive them. As soon as we step off the bus, we can get on a resort bus at Port Orleans French Quarter to the parks? We will be doing the mobile Check In on MDE app.

You have it correct. You just may want to leave your carry-on bags with the hotel's luggage desk so you don't have to take it to the parks.

Yes. We often do just that. One of our "personal items" from the flight is our disney parks bag. We drop off all other carry ons and hit the park!

Just make sure you place the Magical Express luggage tags on the checked luggage you place under the aircraft.
