Around what time do the Skyliner crowds normalize?

Unless we get an insanely low boarding group we don't plan on getting to HS for rope drop. We would love to wait 10-15 minutes for the Skyline instead of longer. Around what time in the morning do the rope drop Skyliner crowds calm down?

I watched an All Ears video where they tested this and the wait was still about 30 minutes around 10:30/11am if I remember correctly.

I think that was because that’s the time everyone tries to get in line for Epcot. I read someone’s report that said there wasn’t much of a line around 9:30/9:45, but they may have been a little older.
