Are water sports for resort guests only?

We will be staying at Universal for a few days in March. I'd like to make a non-park visit to WDW and am considering a boat rental or waterskiing at the Contempory.

Will we be able to do that if we're not staying on property?

I know for sure that you can rent boats even if not staying on-site.
