Are there black out dates for Passholder or DVC dining discounts?

I am wondering whether we'll get a discount on the table service restaurant meals that we have on NYE and NY day.

Last year Artist Point did give us a DVC discount.

They don't honor the annual passholder discount on NYE or NY day. We tried to use it last year, since we knew the TiW was blacked out.
