Do all the rides at US and IOA offer FOTL access?

Not all. Here's the ones that don't:

IOA:
Front seat of Incredible Hulk Coaster, Fire and Ice Dragon of Dueling Dragons
Pternandon Flyers
Mt. Crumpit slide (during Grinchmas)

USF:
Fifel's playland slide

Woody Woodpecker's Nuthouse Coaster offers front of the line access to hotel guests, but it doesn't have Universal Express.
